Job Summary:

The Director of Project Controls, US Programs will report directly to the Vice President, Business Operations and is a key member of the Leadership Team. The Project Controls organization provides leadership within the United States in supporting all aspects of project controls.

Essential Responsibilities:

  • Establishes and manages the project controls staff assigned to US Programs, including budget/cost estimating, scheduling, document control, and claims analysis functions.
  • Assist in the preparation of weekly, monthly, and ad-hoc reports in a timely manner for the client and project staff to monitor progress, assist with billings and provide overall project status updates.
  • Provides guidance and oversight to project scheduling efforts including the preparation and analysis of schedule baseline, progress schedules, specialty schedules, schedule analysis and project progress reporting. Assists in or directs the preparation of specialty schedules, project labor forecasts, and cash flows.
  • Identifies trends and deviations and recommends corrective courses of action. Recommends solutions or recovery plans for schedule/cost impacts or delays. Communicates to project management the root causes of variances based on relevant analyses.
  • Provides guidance and oversight to cost engineering efforts of projects to include oversight of the cost management system, preparation of cost report templates, and issue of monthly Cost and Change Management report deliverables. Validates and reports on cost and schedule performance against the baseline estimate and schedule.
  • Assist in the creation, edits, and publication of guidelines, manuals, and documents for use by project staff including but not limited to Project Execution Plans, Project Controls Manuals, and Monthly Project Progress Reports.
  • Assesses the impact(s) of design/construction changes and schedule slippages and assists project staff in developing work-around and schedule recovery plans.
  • Develops and maintains relevant project controls procedures and work instructions for the division.
  • Oversees development and maintenance of an automated system that allows for the efficient capturing, storing, retrieval, and reporting of technical and business information including cost and schedule status.
  • Provides guidance and oversight of the Document Control efforts on projects where applicable including the administration, filing, and archiving of engineering, procurement, and construction documents, reports, deliverables, invoices, and other business policies and procedures.
  • Develops and maintains a cost estimating capability to develop construction estimates, prepare independent cost estimates, and support scenario analysis.
  • Oversees and monitors performance, progress, and department budgets.

Qualifications:

  • 15+ years Construction experience, preferably in large project (~$100M+) Design-Build construction.
  • Bachelor's degree in engineering, finance or construction management or equivalent combination of education and progressive, relevant, and direct experience may be considered in lieu of minimum educational/experience requirements.
  • Executive knowledge of construction cost, scheduling, estimating, and engineering principals & techniques, as well as accounting principles.
  • Experience preparing business process workflows, plans and detailed operating procedures for all project activities related to program/project finances, contracts, invoicing, schedule, and budget management.
  • Manage support team members and resources for estimating, scheduling, project and document controls.
  • Oversee the operation and reporting through the Management Information Systems database and/or spreadsheets. Experience deploying Management Information Systems considered a plus.
  • Ability to lead efforts on reporting tools and systems to monitor data deviation to support management recommendations of corrective action for executive management consideration.
  • Experience reviewing and consolidation budgetary and financial reports.
  • Ability to engage and collaborate with client’s internal departments for functions such as accounting, finance, procurement, and risk management.
  • Strong computer skills with advanced-level Microsoft Excel competency is required.
  • Extensive knowledge of scheduling software such as Primavera P6.
