Job Summary:

You're a dynamic health and safety professional with past experience being responsible for the delivery and management of corporate health, safety and environmental management systems (HS&E Programs) across various operating groups. In this role, you will report to the Vice President, Corporate HS&E, while taking strategic direction from the Vice President/COO and key Operating Group Leaders.

You will develop HS&E strategies and processes to improve the effectiveness of Ledcor’s HS&E program, and provide effective leadership while working with multiple operational leaders and a team of health and safety professionals.

Essential Responsibilities

  • Provides strategic and tactical leadership on the implementation, and enhancement of Ledcor’s HS&E Management System.
  • Supports operational leadership on the implementation of HS&E processes and plans for project/operational sites.
  • Leads a team of Health, Safety and Environmental professionals and ensures alignment to the corporate career development and performance management expectations.
  • Ensures Corporate HS&E Action Plans are aligned with Operating Groups’ objectives.
  • Leads, manages, and audits enterprise-wide programs that ensure employee health & safety and the protection of the environment, ensuring compliance to health, safety and environmental laws
  • Facilitates integration and implementation of HS&E business planning and performance as it relates to all work disciplines and field/operations personnel and Operating Group strategies.
  • Participates in operational led incident investigations when requested. Possesses a high level of expertise in incident investigations, determining corrective actions and ensuring follow-up; may lead significant incident investigations.
  • Develops risk communication, HS&E education/training programs, and other initiatives that have a positive impact on HS&E programs, strategies, and culture.
  • Participates in corporate and business initiatives to identify and develop recommended practices.
  • Works with various business units’ leaders to identify, develop and implement Ledcor wide change management initiatives to enhance Ledcor's safety culture.
  • Reports HS&E performance against established goals and works with the leadership team in developing corrective and continual improvement actions.


  • Diploma or Degree in Health, Safety & Environment.
  • Professional Certification in Health, Safety & Environment.
  • 10+ years of progressive experience in HS&E leadership, with 5 years at the Senior Manager leadership level.
  • Experience within telecommunications and mining industries considered an asset
  • Previous experience within telecommunications and mining industries considered an asset
  • Previous experience within telecommunications and mining industries considered an asset
  • Proven experience of learning the business, making relationships matter and having a development mindset.
  • Experience in developing & implementing HS&E Plans, and HS&E program/practice management and validation.
  • Proven senior level leadership, coaching, business acumen and technical/functional HS&E expertise coupled with clear and concise communication skills.
  • Demonstrated success in influencing change (gaining buy-in) at multiple levels, as well as developing and implementing dynamic and fluid programs in a complex organization.
  • Experience establishing short/mid-term work plans and optimizing resources to ensure HS&E objectives (e.g., aligned with productivity, quality, costs) are consistently met
  • Results oriented with a continual improvement mindset and experience in change management education (e.g. ProSci, Lean, Kaizen etc.)
  • Exposure to managing a variety of complex projects that has demonstrated positive cultural change in business operations, ideally with some functional project management education.
  • Demonstrates the ability to take a leadership role in developing and improving Ledcor HS&E programs and practices.
  • Demonstrated strong MS Word, PowerPoint, Excel proficiency.
  • Excellent written and verbal communications skills. 

Work Conditions

  • This is an office-based position with regular travel to various projects sites and office locations, 30-60% of the time.
  • Pre-Access testing including criminal background check and drug and alcohol testing may be required to access project sites, post incident and reasonable cause.
  • Must be available to internal customers across different geographical regions and time zones.
